Vice President, Chief Information Officer and Chief Technology Officer
William McCreary, Ph.D.
Bill McCreary assumed the role as vice president, chief information officer and chief technology officer at The University of Toledo on July 1, 2015. Responsible for all information technology, hospital systems, academic technology, the simulation game studio, 3D/virtual immersive reality and the Center for Creative Instruction, this role brings together all the key areas of technology across the organization into the Division of Technology and Advanced Solutions (DTAS).
Before joining UToledo, McCreary held senior executive positions at Owens-Illinois, Kennecott and NSG, as well as private technology firms. He also has experience in finance, mergers and acquisitions, venture development, engineering, research, marketing, manufacturing and general management.
McCreary has served on a number of boards, and been a senior advisor to several technology firms, including Oracle, IBM, Motorola, SAP, Kronos, Rockwell, GE and Microsoft. Most recently, he was a member of the Microsoft License Advisory Board where he helped influence the new licensing models around cloud technology. McCreary was a member of the global RFID standards committee for the automotive industry as the Gen2/3 standards were defined. He also was a member of the Sedona Work Group, which helped define the electronic discovery standards for federal complex civil litigation procedures. McCreary was appointed by the Governor to serve a third term on the Ohio Third Frontier Commission, Ohio’s program that supports emerging technology, and is well known throughout the state as a mentor and supporter of the technology venture community.
McCreary has been a frequent speaker at technology events, and is well known in the industry. He was recognized on multiple occasions by CIO Magazine through its annual CIO 100 awards. He has spoken at several national tech events on such topics as open source software, beyond web 2.0, rapid innovation via collaboration technology, global virtual organizations, real time integration of the enterprise, software licensing and simulation game development. His professional memberships include the Institute of Electrical and Electronics Engineers, National Venture Capital Association, Automotive Industry Action Group and several CIO associations.
McCreary holds an undergraduate degree in chemistry with minor in engineering/math, and master’s degrees in econometrics, applied math/computer science, and business finance, as well as a law degree in intellectual property. He has completed post-graduate work in computer science, electrical and metallurgical engineering and serious game development. The focus of his doctoral studies was on complex software using artificial intelligence applied in simulation game instantiations. His current work in this area is being applied toward the creation of serious gaming for academic and training applications, and his current research is on how to deploy intelligence in simulation game avatars with meta-heuristic genetic algorithms. McCreary also is a Six Sigma Master Black Belt.
